Azerbaijani President Ilham Aliyev has signed an order on the approval of "The National Action Plan on the Promotion of the Open Government for 2020-2022".
The order reads:
"Guided by item 32 of Article 109 of the Constitution of the Republic of Azerbaijan, I make the decision for the further expansion of the principles of openness, transparency and accountability, increase of the financial transparency and increase of tools for ensuring the rights to obtain information, support of civil society institutions and strengthening of public control and ensuring the continuity of measures taken for the promotion of the open government.
1. To approve "The National Action Plan on the Promotion of the Open Government for 2020-2022".
2. Central and local executive power bodies, as well as public entities created on behalf of the state:
2.1. They should submit an annual report on the execution of the events envisaged in "The National Action Plan on the Promotion of the Open Government for 2020-2022" to the Cabinet of Ministers and the Commission for the Fight against Corruption of the Republic of Azerbaijan until December 30 of every year.
2.2. They should approve the working plans on the execution of the Action Plan and submit information about this to the Commission for the Fight against Corruption of the Republic of Azerbaijan in an electronic format.
3. The Cabinet of Ministers of the Republic of Azerbaijan should be instructed, and the Commission for the Fight against Corruption of the Republic of Azerbaijan should be recommended that they should regularly analyze the state of the works carried out in connection with the implementation of the Action Plan and provide information to the President of Azerbaijan Republic.
4. The Azerbaijani Parliament, Supreme Court, Prosecutor General's Office, Court of Audit, Ombudsman and local self-governing bodies should be recommended to ensure the execution of the measures envisaged in the Action Plan.
5. The Commission for the Fight against Corruption of the Republic of Azerbaijan should be recommended:
5.1. Coordinate the implementation of the events envisaged in the Action Plan;
5.2. Ensure the regular evaluation of the execution of the Action Plan, take measures for attracting civil society institutions to this process;
5.3. Regularly inform the public about the works carried out in the field of the implementation of the Action Plan.
6. The Cabinet of Ministers of Azerbaijan Republic should solve other issues in connection with the order."
