Rovshan Ragif oglu Mammadov is the President of the "Azerbaijan Television and Radio Broadcasting" CJSC. He was born on June 15, 1979, in Agstafa District of the Republic of Azerbaijan. He graduated with a bachelor's degree from the Journalism Faculty of Baku State University (BSU) in 2000, and completed his master’s degree in international journalism at the same faculty in 2002. In 2006, he obtained a PhD in Philosophy from the Department of Theory and Practice of Journalism at BSU.
In 2016, he defended his doctoral dissertation on "Azerbaijani Diaspora Media and National Ideology Issues in Europe during the Independence Period (Germany, France, Turkey, England)" at the Department of Philology and Journalism of Baku Slavic University, earning a Doctor of Philological Sciences degree. R.R. Mammadov is the author of 3 books and has published over 40 scientific articles in Azerbaijan and abroad in various languages.
Throughout his career, R.R. Mammadov has been involved in teaching at Baku Slavic University, Baku Eurasian University, and Azerbaijan University. Currently, he continues his pedagogical activities at the Academy of Public Administration under the President of the Republic of Azerbaijan.
In journalism, Rovshan Mammadov worked for a long time at "Lider" Television in various positions and served as the head of the Sports editorial team in 2010. Since 2015, he has been a presenter of programs such as "Pulse of the Day," "Main Issue," and "Week" on Azerbaijan Television (AzTV). Later, he was appointed to the position of Director of the "Public-Political Programs and Foreign News Studio" of "Azerbaijan Television and Radio Broadcasting" CJSC. He was appointed Deputy President on January 15, 2019, and has been serving as President of "Azerbaijan Television and Radio Broadcasting" CJSC since then, following a decree by President Ilham Aliyev on September 4, 2019.
For his contributions to the development of mass media in Azerbaijan, R.R. Mammadov was awarded the "Progress" medal by the President of the Republic of Azerbaijan on July 20, 2015, and the "Heydar Aliyev's 100th Anniversary (1923-2023)" jubilee medal by decree on February 2, 2024. He is fluent in Russian and English.
He is married and has two children.
